Preparations for the 2025 UN General Assembly High-Level Meeting on NCDs

Context

The World Health Organization (WHO) will host its first global meeting on oral health to accelerate progress towards achieving universal coverage of oral health care by 2030. The meeting will be held in Bangkok from Tuesday 26 to Friday, November 29, 2024, and the organization will be carried out by the Government of the Kingdom of Thailand.

The general objective of the meeting will be to reaffirm the political commitment assumed by Member States to follow up on resolution WHA74.5 on oral health adopted in 2021 and to accelerate and expand the efforts made by countries to prevent and control non-communicable diseases ( NCDs) and, in particular, oral diseases, in order to offer universal health coverage to all people by 2030. In addition, the WHO global meeting on oral health is part of the preparatory process for the fourth High-level Meeting United Nations General Assembly level on the prevention and control of non-communicable diseases scheduled for 2025.

This meeting, which will last three days, will feature the participation of WHO representatives, national oral health officials, directors of national universal health coverage programs and invited experts. This will be followed by a half-day high-level meeting where health ministers and senior officials representing non-state actors will discuss and reaffirm their commitment to help implement the Global Action Plan on Oral Health (2023-2030). ) and national roadmaps in this area. A series of events will also be organized parallel to the meeting.

About 400 participants are expected to attend the meeting in person.

Purpose

As part of the preparatory processes for the fourth United Nations High-Level Meeting on NCDs scheduled for 2025, the objectives of the WHO global meeting on oral health are:

  • strengthen the capacity of health ministries to deliver on commitments made under World Health Assembly resolution WHA74.5 (2021) on oral health, and
  • drive the implementation of the Global Action Plan on Oral Health (2023-2030) as part of broader activities related to NCDs and universal health coverage.

Goals

  • Reaffirm the commitment of Member States to the implementation of the Global Action Plan on Oral Health (2023-2030).
  • Discuss the six strategic objectives, the 100 actions, the 11 global targets and the monitoring framework of the Action Plan.
  • Convene governments, United Nations agencies, multilateral and funding agencies, civil society organizations, people affected by NCDs, academic institutions, philanthropic organizations and foundations to establish synergies to help implement the Action Plan.

Expected results

  • Harmonization of national oral health roadmaps with the Global Action Plan on Oral Health (2023-2030).
  • Bangkok Declaration on Oral Health, to be endorsed by Member States, reaffirming the commitment to oral health and announcing the report of the Director-General of WHO to the Fourth United Nations High-Level Meeting on Oral Health NCDs planned for 2025.
  • Establishment of a global coalition on oral health, including a platform of commitments from Member States and partners to help implement the Global Action Plan on Oral Health (2023-2030).
  • Preparation of a meeting report with recommendations on the possibilities for countries to achieve universal oral health coverage.

Date and time

The meeting will start at 9:00 a.m. (Indochina time) on November 26 and end at 1:30 p.m. (Indochina time) on November 29.

Language

The working language of the meeting will be English and interpretation will be provided in the six official languages ​​of the United Nations in plenary sessions.
