Baiona approves its first List of Jobs

The extraordinary plenary session held yesterday provisionally approved unanimously by those present, 10 councilors from the PP and 1 from the BNG, the first List of Jobs (RPT) in the history of the Baiona City Council. The reason for holding an extraordinary plenary session is that it comes into force at the beginning of 2025, so the deadlines must be shortened. The development of the RPT will take place in three years, with 2025 being the most important.

The municipal government and the union representatives of the local administration employees have sealed an agreement unanimously. In a year of work, we have managed to carry out a fundamental work tool for the proper functioning of the city council. This first RPT comes after two previous unsuccessful attempts at negotiation, one in 2006 and another in 2017.

The Mayor and the Government Team of the Baiona City Council have the conviction and will to have an organizational document that clearly defines the municipal structure and the functions of each of its workers, aware that this will result in an improvement in public services for the residents of Baiona.

“This is the first List of Jobs (RPT) of our City Council and is the result of dialogue and consensus. It will help us create the local administration structure we want. This new structure will allow us to be more efficient and provide better service to citizens. This is the fundamental objective and is achieved through two basic principles: strengthening the personnel structure and improving the working conditions of municipal workers,” highlights the mayor of Baiona, Jesús Vázquez Almuiña.

The organizational chart proposed for the List of Jobs establishes a structure of the municipal Administration at the service of the Baiona City Council organized into 6 Management Areas:

  1. General administration and digital transformation area.
  2. Area of ​​economic services and strategic planning.
  3. Territory area.
  4. Area of ​​culture, education and sports.
  5. Social welfare area.
  6. Citizen security area.

Among the improvements that the approval of this document will entail, it is worth highlighting as a novelty that the powers of Registration, Register, Statistics and Citizen Service will be unified into a single work unit. It will be much more versatile and adapted to the real needs in the field of electronic Administration, already implemented in the Baiona City Council. This unit will be called Citizen Service and Digital Transformation, reinforcing the staff team with 5 newly created positions in this unit that will provide citizen service in various matters of municipal competence.

Likewise, we must also highlight the improvements in the Social Welfare Area: the number of hours of the lawyer is increased, which will go from 13 hours to half-time. In addition, a part-time Psychologist position will be created on staff to provide this service to citizens. Given the great demand from the users of this service, there will also be an administrative reinforcement of the area with the creation of an administration officer position in the citizen service office to meet the needs of these people.

In the Citizen Security Area, the Local Police staff will be staffed with 16 police officers, with Headquarters and 2 officers.

On the other hand, work units such as tourism, museum, library or parking are encouraged by providing these units with more staff: a substantial improvement is made in the service provided by the Municipal Public Library and the Baiona Navigation House, creating a position for senior library assistants and expanding the working hours of the museum technician position, which will allow organizational needs to be covered.

Another novelty is that the “O Aral” municipal parking service will also be reinforced.

Regarding the School of Music, the future management will be made up of a head of studies and a secretary, positions that will be filled by teachers from the music school on a rotating basis.

“The new RPT clarifies and improves the organizational structure of the municipal workforce, something that will directly impact the improvement of services to the citizens of Baiona. It will be valid for many years because it is the first personnel structure in the history that the Bayonne City Council puts in place. This is a historic moment that we all have to congratulate for finally achieving, after many years, an RPT unanimously agreed upon by union representatives. It has been an enormous job on the part of everyone, the administration and the union representatives who have worked together,” the councilor concludes by explaining.

The Government Team of the Mayor of Baiona, Jesús Vázquez Almuiña, began the preparation of the RPT just 3 months after becoming mayor. The councilor, accompanied by his team, met on September 14, 2023 with the specialized consulting company (EOSA) in charge of carrying out the RPT and with the municipal staff of the City Council in a first information assembly to inform the workers of what This was a technical instrument through which administrations structure their organization, classify existing jobs and determine their content to facilitate the effective provision of public services.

During this period, 6 months were spent negotiating with union representatives, within the tables proposals were made table by table that were listened to by the government team and incorporated into the final document. The result of the proposal was unanimously approved in the Assembly on September 27, 2024 and ratified on October 1, 2024 at the negotiation table.
